All model years, flex plate bolt torque increase??

Anyone have any ideas as too why the torque spec went from 79 ft/lbs to 49 ft/lbs plus 90 degrees? My torque wrench puts the final torque reading after the 90 degree turn at 140 ft/lbs.. That's almost double.

I didn't even realize that happened... but I torque the flexplate and the crank pulley at the same time while I have the crank held and have often wondered why despite being the exact same bolts there was a different torque spec for them.  I wonder how many ugga duggas that is.
