'04 F-350 Keeps Blowing F2.18

I have one here that keeps popping F2.18 (20A) intermittently. Checked CKT 10 (LG/RD) for a short to ground as well as high resistance. No issues that I can pinpoint thus far. I see that F2.18 (20A) supplies power to the Brake Pedal Position Switch or BSI and the indicator flasher. According to the customer, he will drive it for less than 10 minutes, make a left or right turn and the turn signals (along the with hazards) stop working. I have driven it much longer than that making several turns unable to get the fuse to pop. Hotline is of no help on this one. This vehicle has no aftermarket gizmos wired into it. I have now disconnected the BSI solenoid while replacing the fuse AGAIN, to get the customer to drive it like that. Anyone come across this before?
