I have a customer with this tow truck. He says it is governed at 100 km/hr and would like this disabled. I am not familiar with this. Is it programming? Opinions/advice is most appreciated.

It's definitely in the software. I have a suspicion that you can't change it. Most tuners have the ability to change speed limiters. You'd have to contact them to be sure.
