I gotta say,why not just put a new unison ring in the turbo and grind the rust off until it moves freely.

Put on a new high pressure pump. Air check again now quiet no gurgling. put it all back together works great. (I did put in the 2 injectors also.) Thanks for the assistance. -

Yes.When it did stall I could crank it a while, notice low icp, then it sometimes would build enough and start. but ran poor. That is when I pushed and pulled the harness around, no change. (Icp sensor and new connector installed at a previous repair) -
I need to run this past you all for some assistance. 2005 e-450 school bus towed in stalled going down road. Starts up for me, warm it up on accel it stalls and won't start. p0284 #8 contribution p0672 p0678 2 and8 glow plug P2291 for codes. When it did run #2 and #8 miss pcm covers it. relative comp even. Made recording of stall and no start. Noticed as expected that Icp drops Ipr ramps up to 84 %. Ok so high press oil small leak. Apply air to test port by pump. Can hear gurgling no hiss.(though that was strange) Pulled pump cover already has new STC fitting. Apply air again blows out the pump vent hole apply 9v batt. to ipr vent air drops to almost nothing. Can hear gurgling where oil filter lines go in oil cooler cover and down in back of engine. pulled high press. pump apply air to branch tube no leak heard at either cover or in back. (I did pull push the harness when it was running made no difference.) I was expecting an injector seal or stc or even a branch tube but they are not leaking. So this would lead to high pressure pump? I didn't think they could cause this concern. Is the gurgling noise an indicator of a problem? Anyone have any input for me.

The ones I have found it helped to push down on the harness. I found them just were Matt's 2nd picture is showing. -

Update ....#7 pumps tons of air. Got injector seals and hold down coming. -

Balloon pumps up big while cranking did it with all the glow plugs in first. I guess an injector and or injector seals is need next. -
This one is interesting... Customer buys and installs new turbo assy. Then buys a 6012 long block (less fuel parts) He put in old injectors with new O-rings lines and new high pressure pump. Bleeds fuel runs ok then shuts off. Multiple phone calls later he tows it here. Cranks normal won't start Low pressure pump 0 psi I install HFCM bleed low and high pressure systems. Now low is 5-7 psi.It starts, runs fine, then shuts off. Only code is P2291. Will run fine with the 310-184 bleed adaptor installed. Soon after installing the fitting it stalls. Repeated this a few times. My concern is with the high pressure bleed adaptor installed and running it pumps out major amounts of air that never let up. Which I believe is my problem but not really sure what could do this. Anyone have any ideas? Seen this before? (from hard start no start diag sheet--go to check combustion gas in rail which I am doing next.) Could this just be an injector seal issue?

I used the forklift and set it up on wood blocks like you did. I did check the converter weld no leak there on this one. -

Sorry for the long wait on update. So I pulled trans had a good look. Well it turns out it is trans fluid. When unbolt trans it fits so tight that trans fluid begins to drip out. Used a bore scope to look could see trans fluid around the bottom of the front pump. Really nothing up by front seal. I replaced trans front seal and pump seal 7a248. It is one big heavy thing. You lift out trans parts from housing with an engine lift and adaptors. What through me off was the fluid colors and the tight fitting bell housing. The little trans fluid that leaked was then darkened by the road dust. -

Hey Brad do you mean trucks that are towed break the one-way or tow trucks pulling other stuff? (The one I have was towed here it has a dump box. Now fleet company is saying there was nothing wrong with the trans before, just had egr stuck open. They think it is from the 30 mile tow, with driveshaft left on.)
